Choosing the perfect luxury picture lights generally comes down to whether a picture is a landscape or portrait and, as a general rule:
For landscape pictures: It is generally recommended that a picture light is chosen which is somewhere between 1/3 and 1/2 of the size of the picture itself, not including the frame.
For portrait pictures: It is generally recommended that a picture light is chosen which is as close to 1/2 the size of the picture, not including the frame, as possible.
